1. Starting off as a State Alchemist- No character, and I mean NO character will start off as a State Alchemist (or a member of the State Military, for that matter). You must take the State Alchemist Exam to become a State Alchemist and if you want to be in the State Military, you'll have to enroll. both things can be done at Central Administration in the City of Central. On the other hand, it's ok to say you used to be in the State Military or was a State Alchemist in your bio, but you better have a good reason why you wanted to become one and a good reason why you left the State. .
2. Affiliation with Show Characters - If you want your character to have a tie with a character in the show, you have to pm any Admin or Mod with the reason why. Then you have to wait approval. After approval, then you can write the bio with the tie to the show character. See, easy, huh?
3. Alchemy Without Transmutation Circles - You knew it was comming, but it's not what you think. If you want your character to use Alchemy without Transmutation Circles, you have to pm an me with a valid reason. If too many people start to ask for it, I am gonna ban it. So, please, don't ask for it unless you really need it.
4. Human Transmutation: The 'Do's and 'Don't's - Okay people, this one must be addressed, because I know there is gonna be at least five people who are gonna try to use Human Transmutation in their bio. Like everything else above, you must pm and me with a valid reason why your character performed Human Transmutation and what happend to them as an effect. Trust me, no one gets out of using Human Transmutation without being affected.
5. Automail Limbs or Anything Else Artificial - I'm not having you guys pm me about this or banning it, I'm just letting you guys know that it is allowed, but the second people begin to use it too much, it will be banned on the spot. So please, use this if you really think it will help your character.
Just some tips.
Automail~ The proccess of having an automail operation is extreamly painful and takes a year to recover from if you are incredibly lucky and don't suffer brain damage from fevors or go insane from the pain of having your nerves attached to electronic sensors. "He lost his arm and got automail" does not cut it for a bio. Also, you have to consider the cost of automail. Basically all of Edward Elric's life savings that Trisha Elirc gave him after she passed away paid for his first set of automail. The only reason he can have it replaced and repaired so easily is because of the insanely high amount of money that state alchemists get for their research.
Alchemy without a transmutation circle, or array~ This is only open to people that have performed human alchemy and survived. This is due to some facts that would be a spoiler; if you really want to know, read the manga. It is available online through www.fullmetal-alchemist.com or through the. You have to be insanely talented to do that. The Elric brothers were talented enough by the time they performed human alchemy to fix an enormous shed that had collapsed and fallen into splinters with their alchemy. After that, a whole person (Alphonse's body and soul) and Edward's left leg were taken in the process... the transmutation both failed and maimed them. Then Ed lost his right arm to take Al's soul and bind it to the suit of armor. So, from this I conclude that (spoiler):a great number of lives are required for a successful human transmutation as well as the raw materials. And that human transmutation, at least from the raw materials, is completely unsurvivable if being done by a single person.

Creating any part of the human body is considered human transmutation, as is transmuting souls and (spoiler) combining humans and animals into chimera. Basic healing, such as flesh wounds, are not done by creating the cells, but rather by creating the proteins that tell the cells to grow faster and providing the nutrients to the cells to make them grow. Unless the cell is a stem cell, it would not be able to reconstruct a limb. Therefore, bone cells can make bone cells that are close to it, and the same for skin, muscle, ect. If an entire limb is broken, and it would be unable to heal on its own, only an alchemaic catalyst like the philosopher's stone would enable an experienced healing alchemist to fix the limb. In general: If it would require one or less than one surgery to fix, it can be heald by alchemy. More than one or an extensive surgery, and it would be human alchemy.
